The Army definition is: The obligation imposed by law or lawful order or regulation on an officer or other person for keeping accurate record of property, documents, or funds. The person having this obligation may or may not have actual possession of the property, documents, or funds. Accountability is concerned primarily with records, while responsibility is concerned primarily with custody, care, and safekeeping. However, the way I see accountability is the responsibility of keeping track of the equipment or personnel assigned to you. This allows the Non Commissioned Officers to know which of their will be in toda y, which have appointments, and which will be out for various reasons, as well as informing the First Sergeant of this information. This makes sure that no mistakes are made later in the day like a soldier getting yelled at for not going to a detail when the soldier was actually on quarters. A situation which would end with counseling statements and possibly an article 15 all due to a misunderstanding. Keeping accountability for all of the gear signed off to your squad or platoon is also a large task faced by Privates, Non Commissioned Officers and the Officers who lead the platoon. Keeping accountability of not only people, but equipment helps cut down on waste. When I was looking for car manufacturers that have opened up assembly plants in Eastern Europe, I stumbled upon some very interesting articles with information I haven’t heard about before. The article of Spiegel, which is a highly reputable German newspaper, is about the Chinese car manufacturer ‘’Great Wall Motors’’ which has opened an assembly plant in Bahovitsa, Bulgaria recently in 2012. When I read this, I immediately realized that this process normally is the other way around, European car manufacturers who move their assembly plants to China due to lower labor costs. As I kept reading the article I more or less understood why the Chinese manufacturer is making this move. Great Wall Motors is not the first Chinese car manufacturing company that wanted to open up assembly plants in Europe. There were several others; however they have failed to meet stringent European safety standards. Other Chinese carmakers are also expanding into Europe, as they are buying assembly plants of European car manufacturers to improve the quality of their cars and therefore to meet the stringent European safety standards. This is a way for those Chinese car manufacturers to make progress in quality. So first of all, why in Europe? By producing in Europe, the cars that are produced no longer have to be exported from China to Europe and thus Great Wall Motors is circumventing EU import taxes and tariffs. Therefore, the cars that are produced in Europe are meant to be sold in the European market. This saves Great Wall Motors a lot of money. But then a second question arises; where in Europe? Great Wall Motors did not choose Bulgaria as location for their assembly plants because of its geographical location, but rather for their cheap labor. Bulgaria is the poorest country in the European Union, and therefore is the most attractive location to open an assembly plant because it also has the lowest wages and taxes. However, the labor force is considered as well educated and therefore ensures high productivity levels and operational performance. Another factor that made Great Wall Motors to relocate to Europe, is the fact that wages in China for factory workers have been rising the last few years, and that other car manufacturers have been relocating their assembly plants to countries in Eastern Europe to gain a more competitive edge in the European market. At first, they plan to sell its cars in Eastern Europe and expand later on into other EU countries. Another factor they do not mention in the Article but in my opinion is also highly relevant for this topic is the EU economic crisis. Due to the economic crisis, many people have lost their jobs and therefore have less money to spend. This can be seen as another reason why Great Wall Motors went to Europe because this is a way they can market their cheaper cars to the European consumers who are very price sensitive due to the economic crisis. This is an opportunity for foreign car manufacturers in general. However, Laura ends up approving of the men even though they are the ones who choose the location for the marquee–against the karaka trees. Thus, though failing to supervise the men with authority, Laura learns to overlook class distinctions in dealing with the outside world. The another theme will be the contrast between life and death. The Sheridans garden is a place of thoughtless pleasure and burgeoning energy, where young people resemble brilliant butterflies and arum lilies bloom with an almost frightening vitality. In contrast, the home of the dead carter is dark and oppressive, guarded by an aged crone and surrounded by a shadowy crowd. Mansfield deliberately exaggerates the difference between these two locations in order to emphasize her theme. That life and death are part of the same continuum is suggested by the temporal structure of the story, which begins at dawn and ends in a gathering dusk. As many critics have noted, Lauras journey to visit the bereaved family has strong mythic overtones and resembles the tale of Proserpina, a goddess who was abducted by Hades into the underworld. Lauras moment of epiphany testifies to a kind of knowledge unavailable in the sunny world of the garden party. In this way, her journey also has the quality of an initiation rite, in which a naive young girl achieves emotional and moral maturity. Last but not least, we realized that this short story is focused on third person point of view. It is because the narrator withholds information in favor of limiting what she says to what Laura thinks and experiences. The Monsoon Cycle Defined Every summer, southern Asia and especially India, is drenched by rain that comes from moist air masses that move in from the Indian Ocean to the south. These rains  and the air masses that bring them  are known as monsoons. More Than Rain However, the term monsoon refers not only to the summer rains but to the entire cycle that consists of both summer moist onshore winds and rain from the south as well as the offshore dry winter winds that blow from the continent to the Indian Ocean. The Arabic word for season, mawsin, is the origin of the word monsoon due to their annual appearance. Although the precise cause of the monsoons is not fully understood, no one disputes that air pressure is one of the primary factors. In the summer, a high-pressure area lies over the Indian Ocean while a low exists over the Asian continent. The air masses move from the high pressure over the ocean to the low over the continent, bringing moisture-laden air to south Asia. Other Monsoon Areas During winter, the process is reversed and a low sits over the Indian Ocean while a high lies over the Tibetan plateau so air flows down the Himalaya and south to the ocean. The migration of trade winds and westerlies also contributes to the monsoons. Smaller monsoons take place in equatorial Africa, northern Australia, and, to a lesser extent, in the southwestern United States. Almost half of the worlds population lives in areas affected by the monsoons of Asia and most of these people are subsistence farmers, so the coming and goings of the monsoon are vital to their livelihood to grow food to feed themselves. Too much or too little rain from the monsoon can mean disaster in the form of famine or flood. The wet monsoons, which begins almost suddenly in June, are especially important to India, Bangladesh, and Myanmar (Burma). They are responsible for almost 90 percent of Indias water supply. The Benin Empire The pre-colonial Benin Kingdom or Empire was located in what is today southern Nigeria. (It is entirely separate from the Republic of Benin, which was then known as Dahomey.) Benin arose as a city-state in the late 1100s or 1200s and expanded into a larger kingdom or empire in the mid-1400s.  Most of the people within the Benin Empire were Edo, and they were ruled over by a monarch, who held the title of Oba (roughly equivalent to king).   By the late 1400s, the capital of Benin, Benin City, was already a large and highly regulated city. Europeans who visited were always impressed by its splendor and compared it to the major European cities at the time. The city was laid out on a clear plan, the buildings were reportedly all well-kept, and the city included a massive palace compound decorated with thousands of intricate metal, ivory, and wood plaques (known as the Benin Bronzes), most of which were made between the 1400s and 1600s, after which the craft declined. In the mid-1600s, the power of the Obas also waned, as administrators and officials took more control over the government. The Transatlantic Slave Trade Benin was one of many African countries to sell slaves to European slave traders, but like all strong states, the Benin people did so on their own terms. In fact, Benin refused to sell slaves for many years. Benin representatives sold some prisoners of war to the Portuguese in the late 1400s, during the time when Benin was expanding into an empire and fighting several battles. By the 1500s, however, they had stopped expanding and refused to sell more slaves until the 1700s. Instead, they traded other goods, including pepper, ivory, and palm oil for the brass and firearms they wanted from Europeans. The slave trade only began to pick up after 1750, when Benin was in a period of decline. The Conquest of 1897 During the European Scramble for Africa in the late 1800s, Britain wanted to extend its control northwards over what became Nigeria, but Benin repeatedly rejected their diplomatic advances. In 1892, however, a British representative named H. L. Gallwey visited Benin and reportedly convinced the Oba to sign a treaty that essentially granted Britain sovereignty over Benin. Benin officials challenged the treaty and refused to follow its provisions in regard to trade. When a British party of officers and porters set out in 1897 to visit Benin City to enforce the treaty, Benin attacked the convoy killing almost everyone. Britain immediately prepared a punitive military expedition to punish Benin for the attack and to send a message to other kingdoms that might resist. The British forces quickly defeated the Benin army and then razed Benin City, looting the magnificent artwork in the process. Tales of Savagery In the build-up and aftermath of conquest, popular and scholarly accounts of Benin stressed the savagery of the kingdom, as that was one of the justifications for conquest. In referring to the Benin Bronzes, museums today still tend to describe the metal as being purchased with slaves, but most of the bronzes were created prior to the 1700s when Benin began to participate in the trade. Benin Today Benin continues to exist today as a Kingdom within Nigeria. It might best be understood as a social organization within Nigeria. All subjects of Benin are citizens of Nigeria and live under Nigerian law and administration. The current Oba, Erediauwa, is considered an African monarch, however, and he serves as an advocate of the Edo or Benin people. Oba Erediauwa is a graduate of Cambridge University in Britain, and prior to his coronation worked in the Nigeria civil service for many years and spent a few years working for a private firm.
